





Anexo COSEVI
This project was selected through a design competition for the new headquarters of COSEVI’s Projects Directorate, situated in the Torres River canyon on a steeply sloping site that drops sharply toward the east. Rather than imposing a large footprint on the difficult terrain, the design proposes a three-level building that anchors into the hillside, minimizes ground disturbance, and preserves the site’s natural drainage patterns. Pedestrian access is placed at the northwest corner, connecting the new building to the existing campus circulation network.
The program accommodates six departments — Communications, Research, Oversight, Engineering, Institutional Planning, and Secretariat — distributed across three levels for a total area of approximately 1,713 m². Vertical circulation cores, service shafts, and restroom blocks are consolidated as structural stiffening elements, freeing the floor plates from intermediate columns and allowing open, adaptable workspaces throughout.
The bioclimatic strategy orients the building along the east-west axis to prioritize north and south-facing daylighting in all occupied spaces. Operable solar shades on the high-exposure facades control direct sunlight, while a roof monitor and projecting windows enable natural cross-ventilation. A light-colored thermally insulated roof reduces heat gain, and existing site vegetation is retained as an active contributor to outdoor thermal comfort. The project completed all design phases through building permit approval.
